Chat, jumpscares, and effects right on the streamer's screen over the game
I want to display overlays over the game so that I, as the streamer, can see them myself. This is especially useful when you only have one monitor: you place a semi-transparent multi-chat on the side, a timer or notifications next to it, and you can play without constantly switching between windows.
This same feature could be used for viewer interaction. For a donation or a channel point reward, a jumpscare appears full-screen, or cracks, paint splatters, confetti, or a character that runs over the game. Something along the lines of Chaos Tricks screen effects, with its own settings and event triggers.
I want to be able to choose who sees each layer: just me, just the viewers, or both. For example, keep the chat private, but show the goose and effects to the stream. For the private mode, we need a check to ensure that the selected OBS capture method doesn't actually show this layer to the viewers.
Size, position, transparency, volume, and duration can be adjusted. In normal mode, the overlay lets clicks pass through to the game and doesn't take control. A hotkey that immediately clears all effects is a must.
For starters, windowed mode and borderless windowed mode will be enough. Blurring or flipping the game image itself can be considered separately: here we are talking about what is drawn on top of it.
